Expert Panelists:
David E. Cohen is a member of Sandler, Travis & Rosenberg, P.A., resident in its Washington, D.C., office. He is also a member of the Firm’s Operating Committee. Mr. Cohen brings nearly 30 years of combined public and private sector experience as an attorney and trusted counselor. His practice focuses on providing strategic advice to a wide range of clients on international trade and customs law matters including valuation, preference programs and customs audits. In particular, he assists companies in structuring multi-tiered transactions to maximize lawful duty savings transactions and mitigate the impact of the Section 301 tariffs levied against China-produced imports. Mr. Cohen also works closely with the firm’s Trade Negotiations and Legislative Affairs practice on issues such as the development and implementation of trade laws and regulations and representation of client interests before federal agencies and judicial bodies.
Nicole Bivens Collinson leads the International Trade and Government relations practice of Sandler, Travis & Rosenberg, P.A., and serves as managing principal of the Washington, D.C., office. She is also a member of the Firm’s Operating Committee. Ms. Collinson has over 30 years of experience in government, public affairs and lobbying and has appeared on MSNBC and NPR several times discussing trade issues. She has helped clients save millions of dollars through the successful drafting, guidance and passage of legislation that reduces or eliminates duties — crafting creative measures to benefit clients such as blocking changes to the First Sale doctrine, Miscellaneous Tariff Bills, specific trade preference legislation, the Generalized System of Preferences, etc. She also works directly with U.S. multinational corporations and associations, as well as foreign companies, associations and government agencies, to clearly represent their positions in Washington.
