LIST 4A EXCLUSION PROCESS OPENS TOMORROW — OCTOBER 31

Window Closes January 31, 2020

The United States Trade Representative (USTR) announced a three-month window to file Exclusion requests for Chinese imports included on List 4A. Exclusion requests must be submitted between October 31, 2019 and January 31, 2020 to be considered. Tariffs of List 4A products are currently at 15%, but subject to change depending on the ongoing China trade negotiations. Approved Exclusions last for one year from the List 4A implementation date of September 1, 2019, and any tariffs collected to date will be reimbursed retroactive to September 1, 2019.

With the election a year away, resolution of the situation is needed before politics further muddy the waters. The cancellation of the Asia-Pacific Economic Cooperation (APEC) meeting in mid-November is a setback as President Trump and President Xi were hoping to meet and sign “Phase One” of a trade agreement.
